The District develops and administers a comprehensive suite of highly-successful voluntary incentive programs targeted at reducing harmful emissions throughout the Valley. These innovative programs provide an opportunity for Valley residents, businesses, public agencies and other organizations to get involved and make a positive impact on the Valley’s air quality. The District is constantly updating existing programs and developing new programs as new, cleaner technologies emerge to ensure we remain on the cutting edge of emission reduction technology. Additionally, the District is consistently working to ensure that the Valley receives its fair share of available federal, state and local funding for incentives. Through a combined public/private investment of more than $3.5 billion, the District has been able to reduce tens of thousands of tons of harmful emissions through a variety of cost-effective, voluntary and often first-of-their-kind incentive programs. Public Agencies

Emergency Vehicle Replacement Program

Provides incentives to replace existing in-use emergency vehicles with new reduced-emission vehicles.

Public Benefit

Provides funds to purchase new, alternative-fuel vehicles and infrastructure and develop advanced transit and transportation systems.

Clean Green Yard Machines: Commercial

Provides incentives for the replacement of landscape maintenance equipment to lawn care providers.

Bike Paths

Provides funds to establish bicycle infrastructure such as Class I or Class II bicycle paths.

Alternate Fuel Mechanic Training

Provides funds for mechanic education or training in alternative-fuel vehicles and infrastructure.

E-Mobility Commerce

Provides funds to develop or expand electronic telecommunication services.

Charge Up!

Provides funds for businesses and public agencies to purchase and install electric vehicle chargers for public use.

Electric School Bus Incentive Program

Provides funds to replace existing yellow school buses with all electric school buses to transport public school children to and from school.

Plug in Electric Vehicle Resources Center

Provides information about plug-in electric vehicles including available incentive funding, charging infrastructure and locations, and the District’s activities to increase and sustain electric vehicles in the Valley.

Public Transportation Subsidy and Park & Ride Lots

Provides funds to subsidize transportation passes for bus, shuttle and commuter rail services. Funds are also available for the construction of park and ride lots.

Heavy Duty Waste Haulers

Provides incentives for cleaner heavy-duty waste haulers to solid waste transportation companies and owner/operators hauling from waste transfer stations to landfills and waste facilities within the District boundaries.

Residents

Tune in Tune Up Car Repair Program

Provides free auto emission evaluation and repair vouchers to residents.

Drive Clean in the San Joaquin

Provides funding for the Repair or Replacement of older polluting vehicles or a Rebate towards the purchase of eligible new, clean-air vehicles.

Burn Cleaner

Provides incentives to change out open hearth and older, polluting wood-burning devices for cleaner, wood- and gas-burning devices.

Provides information about plug-in electric vehicles including available incentive funding, charging infrastructure and locations, and the District’s activities to increase and sustain electric vehicles in the Valley.

Vanpool Voucher

Provides incentives to encourage vanpooling to reduce single occupant vehicle commutes.

Clean Green Yard Machines: Residential

Provides incentives to replace gas-fueled lawn and garden equipment for new zero-emission electric equipment.

Business

Clean Vehicle Fueling Infrastructure Program

Provides incentives for new stations, conversion of an existing fueling station, and expansion of stations for hydrogen fuel, liquefied and compressed natural gas (L/CNG), and battery charging stations for heavy-duty vehicles.

Alternatives to Agricultural Open Burning Incentive Program

Provides incentives for chipping or shredding agricultural material. The material must be used for soil incorporation or land application on agricultural land as an alternative to the open burning.

Low-Dust Nut Harvester Replacement Program

Provides incentives to replace nut harvesting equipment with low-dust harvesting equipment.

Farmer Ag Truck Replacement Program

The FARMER Ag Truck Replacement Program provides incentive funds for the replacement of heavy-duty diesel ag trucks.

Electrified Dairy Feed Mixing Program

New pilot program to target the installation of electric feed mixing equipment at Valley dairies and other confined animal feeding operations (CAFOs).

Off-Road Replacement

Provides incentives to replace mobile in-use, off-road, heavy-duty equipment used in construction and other non-agricultural operations.

Ag Pump Replacement

Provides incentives to repower or replace irrigation pump engines/motors used in agricultural operations.

Hybrid Voucher Program

Provides incentives to replace in-use, off-road tractors and mobile equipment used in agricultural operations.

Agricultural Tractor Trade-Up Program

Provides incentive to replace in-use, off-road tractors and mobile equipment used in agricultural operations.

Tractor Replacement Program

Provides incentive to replace in-use, off-road tractors and mobile equipment used in agricultural operations.

Locomotives: Prop 1B

Provides incentives to locomotives involved in goods movement for replacements, retrofits or installation of a locomotive emissions capture and control system.

Off-Road Mobile Equipment Repowers

Provides incentives to repower in-use, heavy-duty, off-road equipment.

Provides incentives to truck owners for truck replacement for heavy-duty on-road trucks involved in goods movement.
