What is the eTRIP Rule?
The eTRIP Rule (Rule 9410, Employer Based Trip Reduction), was adopted by
the District Governing Board on December 17, 2009.
The eTRIP Rule will require larger employers to establish
an Employer Trip Reduction Implementation Plan (eTRIP)
to encourage employees to reduce single-occupancy vehicle
trips, thus reducing pollutant emissions associated with work commutes.
Who is subject to the eTRIP Rule?
The eTRIP Rule can apply to worksites in incorporated cities with a population of at least 10,000 people OR worksites where at least 50% of all employees work at least 2,040 hours per year. See the

Out of the worksites that meet these criteria,
the eTRIP Rule applies to employers with at least 100
eligible employees at a worksite. For the eTRIP Rule, a
worksite includes any satellite buildings within one
mile of a central location. This

In determining the number of eligible employees an employer has at a worksite, there are several types of employees who are
What is an eTRIP?
- Employees who do not report to work between 6 AM and 10 AM
- Part-time employees who work fewer than 32 hours per week
- Emergency health and safety employees – employees with an authorized emergency response vehicle, or any sworn peace officer or firefighter
- Seasonal employees who are employed less than 16 consecutive weeks
- Employment agency personnel
- Farm workers
- Field personnel
- Field construction workers who report directly to work at temporary construction sites
- Home garage employees who are assigned employer-owned vehicles for commutes to and from the worksite
- On-call employees who are required to be on-call for at least 50% of their work time per year, subject to other Rule 9410 conditions
An eTRIP (Employer Trip Reduction Implementation Plan) is a set of measures an employer chooses that will encourage employees at the worksite to use alternative transportation and ridesharing for their morning and evening commutes. Each measure contributes to a workplace where it is easier for employees to choose to use ridesharing or alternative transportation. Employers have the flexibility to choose the options that work best for their employees and work environments, and employers also have the option of suggesting measures that are not yet on the list. Each
eTRIP measure has a point value, and an employer’s eTRIP needs to meet the point targets specified in the rule.
The eTRIP is phased in over a period of three years. Phase 1 includes “Marketing” and “Program Support” strategies to increase program awareness
to make ridesharing and alternative transportation easier for employees. The Phase 2 “Services and Facilities” strategy includes measures deployed in the workplace so that employees are less likely to need to travel offsite for personal business during the workday. Phase 3, “Transportation, Alternative Schedules, and Incentives,” includes a wide range of options such as comprehensive carpool and vanpool programs, monetary incentives for ridesharing, subsidized transit passes, and telecommuting.

What is the timeline for eTRIP Rule implementation?
The eTRIP Rule is phased in over several years, and the District has committed to providing support to employers to make implementation simple and successful. The first
eTRIP Rule implementation milestone is Employer Registration, which is due to the District by July 1, 2010. Employers will be able to register online, with registration options available no later than May 1, 2010.

An eTRIP is phased in over several years:
Phase 1 is due to the District by September 1, 2011, with implementation by January 1, 2012.
Phase 2 is due by to the District by September 1, 2012, with implementation by January 1, 2013.
Phase 3 is due to the District by September 1, 2013, with implementation by January 1, 2014.
Subsequent updates are submitted with the Annual Report.
