Notice of Temporary Suspension of Application Intake 


The San Joaquin Valley Air Pollution Control District (District) will temporarily suspend the acceptance of new applications for the Agricultural Equipment Replacement Program effective 5:00 p.m. on Thursday, July 31, 2025. Applications submitted via U.S. Mail must be postmarked by this deadline to be considered eligible. Late applications will not be accepted under any circumstances.  All applications submitted prior to the above deadline will remain active and will continue to be processed. 

This action is necessary due to the significant volume of existing applications currently in the District’s funding queue, which far exceeds projected available funding for the foreseeable future. At this time, the State budget for the new 2025-26 Fiscal Year does not include funding in support of this critical program.  The District remains fully committed to working in close collaboration with the Governor’s Office, the State Legislature, and Valley stakeholders to underscore the ongoing importance of this program in supporting clean air efforts in the San Joaquin Valley

Program Overview

The Agricultural Tractor Replacement Program provides incentive funds for the replacement of in-use, off-road mobile equipment that are engaged in agricultural operations as defined by the California Air Resources Board.  Funds are provided on a first come, first serve basis and applicants must obtain approval and have a signed, executed contract from the SJVAPCD prior to purchase of new equipment.  Any equipment purchased prior to contract execution is ineligible as this is not a rebate program.

Funding Eligibility Criteria

Projects will be funded based on the total acreage of all the applicant's agricultural operations in the Valley.  Zero-emission equipment are eligible and will be funded according to the table(s) below.

Projects where the total acreage of all of the applicant's agricultural operations in the Valley are 501 acres or greater will be funded based on a dollar per horsepower basis, based on the advertised horsepower of the engine in the replacement equipment, as detailed below.

General Eligibility Criteria

  • Eligible equipment includes but is not limited to wheel loaders, balers, combines, graders or tractors
  • Current equipment must be self-propelled, for off-road agricultural use with a compression-ignition (CI) engine
  • Must currently be in-use and in operable condition
  • Must be domiciled and operated annually 75% within CA and 50% within SJVAPCD
  • Must have an Uncontrolled (Tier 0), Tier 1, or Tier 2 engine with a horsepower rating of 25 or greater
  • Replacement equipment must either have a diesel engine that meets the most recent Model Year California emission standard or be considered zero-emission (must emit zero tailpipe emissions)
  • Must serve the same function and perform the same work equivalent as the old equipment
  • Must have less than 500 hours at the time of sale
  • Used equipment is eligible for funding as replacement equipment if it meets all of the criteria listed in the guidelines
