Air Quality Mitigation Strategies
CEQA requires Lead Agencies to mitigate or avoid significant environmental
impacts associated with discretionary projects. Environmental documents for
projects that have any significant environmental impacts must identify feasible
mitigation measures or alternatives to reduce the impacts below a level of
significance. The District considers the following measures as feasible
mitigation in light of existing regulations and research.
Effective types of mitigation depend on the size and type of project being
considered. What works for a large general plan update would not be appropriate
for a single 50-house subdivision project. Thusly, the District has the
following suggested mitigation strategies for the following project types:
General plan updates, large specific
plans, new town
General plan amendments, small specific
plans, and some zone changes
Tentative maps, site plans, conditional use
permits
Specific Air Quality Mitigation Strategies
Project Type:
- Tentative Maps, Site Plans, Conditional Use Permits
Impacts:
- Cumulative ozone impacts, CO, toxic air emissions, odors
Mitigations:
- Mitigation Measures
- Apply general plan policies and local ordinances and programs from above to
the project site
- Pedestrian/Transit oriented site design
- Provide on-site improvement: bikeways, transit infrastructure, pedestrian
enhancements
- Contribute to Local Air Quality Mitigation Fee Fund
- Contribute to TCM implementation
- Energy conservation measures above and beyond requirements
- Pay for fleet vehicle conversions to alternative fuels
